Remove or replace deprecated rules

A number of stylelint rules used in this config have been deprecated and should be removed or replaced. Currently they are causing issues with linter plugins for text editors when this config is added as an extends to a project.

• declaration-block-no-ignored-properties (Remove rules stylelint/stylelint#2124)
• media-feature-no-missing-punctuation (Remove rules stylelint/stylelint#2124)
• media-query-parentheses-space-inside (Rename media-query-parens and no-missing-eof rules stylelint/stylelint#1561)
• rule-non-nested-empty-line-before (Merge rule-non-nested-empty-line-before and rule-nested-empty-line-before stylelint/stylelint#2229)
• selector-no-id (Remove deprecated rules stylelint/stylelint#2521)
