New Staging Sites should be [Staging: $site_name]

When a new staging site is created, its title is set to "Site Title" which is not helpful and can cause confusion.

Why

Make things clearer for users and for HEs supporting users. This is particularly true if they have quite a few staging sites.

How

Names for newly created staging sites should be set to something clearer such as Staging: $site_name
