The portal reports webjobsstorage as missing even when it is configured properly with RBAC; AzureWebJobsStorage__accountName, etc.

Related to #2244 (which should be reopened since it is not merged/resolved)

@ramya894 I can't fix this with a pull request, it's an Azure portal issue. The PR I opened to fix the linked issue (which was closed prematurely) is here: Azure/azure-functions-vs-build-sdk#584

This team needs to encourage the use of RBAC, not ignore its existence.
