Describe the bug
The add-ons\caf_eslz provides concumption of the azure/terraform-azurerm-caf-enterprise-scale module. With the v3.3.0 version of this module it is possible to add diagnostics settings to a Management Group using the AzApi provider by ading a variable to the add-on configuration.

However when I use the add-on with the variable deploy_diagnostics_for_mg nothing appears to happen. I raised the issue in the repo for the module, but they suggest it might be within the CAF supermodule / landingzone / Rover logic.

To Reproduce
Steps to reproduce the behavior:
Have raised the repo version (in branch in local clone of caf-terraform-landingzone repo) to v3.3.0. I can see that the dependencies for the updated module (incl. AzAPI) are in place. But when deploying configuration with Management Groups there is nothing happening in regards to diagnostic settings on the MG's

Expected behavior
I would like to be able to set the diagnostic settings on MS's using the v3.3.0+ version of the caf-eslz addon
