Restructure dataset to cleanly examine features #1

Currently the dataset is capturing a few different things.
The first ~40 rows are simply recording the count of patients for each month.

Another portion of the rows goes into drug use by Age group

and the last portion (possibly more) discusses more detailed drug breakdown.

Briantmorr added the Data cleaning label
