The controller dashboard is getting complicated enough that it warrants a rewrite in React and Typescript, so that it can be maintained and extended easily. It's currently just hacked together.

This is especially important with #107 coming up.

wondering if @Michaelazzz can work on this 🤔 It's a small codebase completely separate to the rest of CARTA.
