Tooltips not showing

After startup tooltips are not showing. When toggling tooltips off and on in settings, the tooltips might show again for a while. All very irregular. This under Sonoma beta.

I'm having the exact same problem down to every detail. This feature used to work reliably and was so useful when you have a lot of snippets like I do. Can anyone help to fix this?
