OS X Ventura - CMD-V does not work - have to use Clipy menu to paste #537

After I copy text to the clipboard (⌘-C), when I go to paste it (⌘-V), I get nothing. I have to open the History panel and select the text from the menu to paste it. 4 keyboard events instead of one. Open History->Select Menu->Select Menu item at the top->Enter.

In Preferences…-> Menu, I have set 'Number of items place inline: 0 items'.

In Preferences…-> Shortcuts, ⌘-V is not among them.

Is there some setting I need to change?
