General trade-off between involvement of multiple people and time costs associated with decision making. Involvement with multiple people may involve a greater degree of buy-in / feeling of "belonging" but often comes at the cost of distancing those more interested in highly optimized operations.

Also general trade-off between being agile and having the ability to rapidly self correct and anything that could be considered strategic and long-term planning. For example, committing to a certain brand or slogan (e.g. "the future of governance") and marketing on this basis.

The seeming inability to handle budgeting in a dynamic way seems to complement downside of each. In particular, efficiency minded people will desire higher compensation per hour as ostensibly their time is more valuable and anything that requires multiple months to develop will not receive any funds in the "agile" methodology.
