原先使用error-overlay-webpack-plugin 来做runtime Errors的overlay展示，
带来的问题：

  1. 性能不及原生的overlay
  2. 代码Errors修复后热重载还会再次报上一次的错误
  3. 社区不活跃

webpack-dev-server新版本已支持runtime Errors
webpack/webpack-dev-server#4773
