Is there a test that checks optimal bitrate selection in the face of varying network conditions?

So if, for example, I make changes to the bitrate selection algorithm, how can I test if I've made things better or worse for users who are working with various networks and experiencing various network issues like congestion, buffer bloat, latency, jitter? For that matter how do I really know what kind of variations can typically be seen on modern networks?
