Tab locations do not match when restoreing from one computer to the next

I wanted to duplicate my tab groups on a new computer. I performed a manual backup on the old computer and a restore on the new. Tabs are all jumbled across all groups. That is tab on the new computer do not match the groups in the old. The tabs from my Amazon group are now in my main group. Amazon group has the tabs from my IoT group. Weird.
