Cannot load extension with file or directory name _config.yml

Describe the bug
While trying to load the extension getting error "Cannot load extension with file or directory name config.yml. Filenames starting with "" are reserved for use by the system."

To Reproduce
Steps to reproduce the behavior:

1. Download simple-tab-groups-master on local.
2. try to load extension on chrome browser

Expected behavior
Extension should load properly
