Describe change in active voice, ideally in under 60 chars

Provide a more detailed summary including the motivations for the change, any
downstream impacts, and limitations of the approaches taken.  If other
competing approaches were considered, include a summary of those and why they
were not used instead. The body should describe _why_ the changes were made
rather than the detail of what changes were made, which is easily identifiable
from the diff.

Wrap the body at 72 characters.
