Only initialise the navigation when it is actually needed #32

Currently we initialise the navigation (which adds the Republishing menu item to the menu bar) on all pages, including the Republishing/Syndication pages. We don't need to do this on the Republishing/Syndication pages, so it would be good to make sure we only run it when we need to.
