We used to have a Fair Offer Policy, aimed at encouraging people not to use first-come-first-served. It didn't work that well. We should have some better function, e.g.

  • When posts get their first response, make them think somehow.
  • Delay replies up to a time.
  • Stop replies after "deadline"
