adjusted discharge file time hard coded

The surf gridcomp currently requires a "discharge adjust file" with a fixed climatological time. This means that users must have the exact date for their input file to use the discharge adjust clim file. To improve flexibility for users, CFIO should read any file without hard-coded dates from the surf gridcomp. This would allow the model to run with any given date discharge adjusted file.
