Echo ESMF log's for failing tests #2737

When tests fail, the ESMF log file sometimes has useful info beyond the failing return code.

If tests fail then it would be useful if CI would cat at least PET0's log file.

Might be best to restrict this just to tests that really exercise ESMF.
