[Bug]: Window is larger than screen and cannot be resized on high resolution HIDPI screen on ubuntu #1318

Bug description

I have a 3:2 screen ratio with high resolution.
With publii from one year ago I had not this problem on a previous laptop with 16:9 1080p screen...
I this is realtive to high resolution screens (mine is 2256 X 1504),
In mate tweaks when you activate it

...it get like this the publii window is LARGER than the screen itself and cannot be resized:

When you unactivate it you can see the full screen window, but the wall desktop is so tiny it cannot be used (reason why there is this option ;))

similar issue here with a 1080p monitor - linux, kde

for example, when writing a post with tinymce, the scroll bar looks like like it goes underneath my task bar when i scroll a document to the bottom - not sure if this is an electron bug, or a publii bug, or a kde/plasma bug, or a kde bug resulting from an old config file + a new update
