Add hoverable anchor feature for paths on OpenAPI spec renderings #2245

There doesn't seem to be support for hovering over a path title in an OpenAPI spec rendering & selecting it to anchor the page / quickly share the URL. Imo, we should be able to link by path name & not have to create a header ourselves for each API path.

Note: It looks like there is inherent support for the anchor positioning (can confirm via https://docs.gitbook.com/content-editor/blocks/openapi#pet which is given by clicking the path link found in "On this page" dropdown)
