What I did (steps to reproduce)

Updated TeXiFy-IDEA to stable 0.9.2 - and updated IDE to new build. Can't reproduce which one caused the bug but the former seems more likely.

Expected behavior

tool-bar (Reload, add library, remove library) exists in the "libraries"-tab.

Actual behavior

Tools are missing.
Entry for previously (old build) generated zotero-connection remains available and functional, but I can't manually update the data anymore nor does it do so automatically.

MWE / Stacktrace

None, but potentially connected to the auto-generated stacktrace reported in #3342 ?

IDE Update closed toolbar, could be reopened with context menu ("Show Toolbar")... smh

I believe the tool window should always show by default if there are any LaTeX files in the project, but maybe it got removed from the sidebar. Indeed, opening the tool window should fix that.
