Should all employees be configured for payment of each pay period?

I remember we discussed this a long time ago, but I cannot remember why we need to individually select employees for payment in a pay period (under "Ressource Humaines > Configuration des employés").

Can we just automatically select all employees not locked? It would simply the process. I also think it makes logical sense that an enterprise would owe payment to all employees based on the days they worked, not based on their configuration in the system.
