Add option to run optimizers at reduced CPU priority

When optimizing large images, ImageOptim can soak up a lot of CPU. It'd be handy if there was a general setting to have it fork the image processor sub-apps with reduced CPU priority so it doesn't clobber the system when there are many images batched and it launches a processor per core.
