Describe the bug

If block-ignite is true/unset blocks starts burning if player uses lava on his plot. But if i set the flag to false the fire spread is stopped but players canot ignite nether-rack or else using flint and steel. The player must turn the flag back on to ignite the block and then turn it back off wich is boring.

To Reproduce

  1. Make a plot
  2. Build some nice trees
  3. Make a cute lava ocean
  4. Enjoy

Expected behaviour

block-ignite should cancel block ignition through lava but player should be still able to ignite blocks using a flint and steel

Changing the behavior of the existing flag is not an option, but it would be possible to introduce another flag, e.g. fire-spread.
