We have some assumptions that have crept into our development environment and made it basically required that a developer have dev API access before they can run the app in dev mode and start contributing. We should clear these up to help make it easier for public contributors to dig into the app. Most of this has to do with environment variables.

There are instructions in the read me for pointing the app at prod instead.

Not that it's a long term solution.
