fix(1.0.0): Permissions are not checked when importing configs

Bug description

When importing configs, permission for accessing usage data (i18n) are not checked.

1. Go to settings > bottom sheet > Misc - order by usage (i18n) and enable it
2. Export configs from 0.0.34-migrate
3. Import configs in master-5abb5cc-nightly
4. Observe that no permission popup appears
5. Go to settings > bottom sheet > Misc - order by usage (i18n) and tap the settings
6. Permission requested as expected
