Add the ability to request/view the GetCapabilities response as text/html with embedded MapML application(s)

It would be excellent to be able to have a human-readable and search indexer crawlable version of the capabilities response as text/html. Such a page could have basic web maps of the various layers with the MapML preview map built into the page, making the service inherently georeferenced.
