Error with https://learn.microsoft.com/en-us/training/modules/host-build-agent, could not create build agent. #6698

When attempting the step on Unit 4 of 7 to run the build agent script,

chmod u+x build-agent.sh
sudo -E ./build-agent.sh

the script failed with the error below
Error - "E: unable to locate package libicu67"

Unable to complete learn module instructions becuase the build agent did not properly get created.
