Cannot scroll another scrollable element before current scroll animation ended

Brief: When the scroll animation is playing, cannot scroll another scrollable element on the same page.

Environment:

OS: Windows 10
Edge Version: 98.0.1108.50

Repro steps

  1. Open any website, for example https://docs.microsoft.com/en-us/dotnet/api/system.diagnostics.stopwatch?view=net-6.0
  2. Scroll the list on the left
  3. Before the scroll animation ends, try scroll the article
  4. You can find that the article did not scroll. Instead, the list on the left scrolls
