Make peril edit the TODO list of Chinese docs changes #14

We are maintaining a list of changes to English docs not reflected in the Chinese docs in Moya/Moya#1357

Right now Danger automatically links a PR to this issue through a comment, however, we are also maintaining a TODO list in the original comment.

What I want peril to do is to edit that original comment and maintain the TODO list for me.
It needs to add an entry - [ ] {PR #}: {PR Title}.

Adding this to the wishlist 😃
