Fullscreen mode doesn't work right at 4k resolution

We've had reports of the fullscreen mode not starting correctly on 4k screens.

The game appears to run correctly, and keep running, but the fullscreen application will never display in full screen.

I don't have a 4k monitor, so I can't get it to reproduce for me yet, but I wanted to open the issue to start tracking it.

A similar issue has been reported on a HDR display that was also 4k, so it's not clear if there's a second HDR issue, or if it's the same issue.

I tested this briefly on my laptop's 4k display. The app did launch correctly in full screen/was visible, but the aspect ratio seemed incorrect (view did not horizontally fill the display). Not sure what the source of this is, but may be a display-specific error.

Given how long this has been kicking around and how little complaint we're getting, I'm setting this to defer.
