ambiguity in usage of testbed functionality after generating .ingp file

Following the steps by using the Google Colab .ipynb provided, step number 9 is very un-clear as to what testbed is and how we must use it in order to generate base_cam.json file. The example command given also does not shed much light on this unfortunately.
The instructions link leads back to pointers on how to generate transforms.json for compatibility while training the model with our datasets, but again, there's no reference to what testbed is.
