no ipv4ll

hi all,
starting up dhcpcd with a working dhcp server works fine, however, if no server is present, no ipv4 link local address is assigned to the interface. Do I have to explicitly do something in order to let dhcpcd choose and assign an ipv4 link local address?

PS: the command I use is:

/usr/sbin/dhcpcd -b --config /etc/dhcpcd-eth1.conf --noarp --nogateway eth1,

/etc/dhcpcd-eth1.conf:
interface eth1
