setting are not read by software

Issue name: settings have no effect

Description of issue: software keep updating automaticaly and reseting all setting to default. this behavior is anticated and need to be patched to modern standar : (setting actualy being obeyed by software for whitch they are stored on local machine reguardless of any situation. local setting should alway be overulling anything else the software want to do. period) (this occured with every version of the software i ever tryed.
