Progress meter has bad behavior. #64

I've tested this on two systems.

In order to reproduce you may need to go through the same flow I did naturally which was;

start the installation
click "first step instruction"
go back to check on download and notice it appears idle (another bug)
click on install again
bug should be apparent

i was able to reproduce it on another windows 10 system as well.
