Describe the issue
Title says it all. When you try to drag the screen with right click, the cursor is still visible, limiting how much you can scroll the screen when compared to when it's disabled.
Steps to reproduce
Just open up a level, set "Invert right mouse dragging" active, and try to drag the mouse.

It looks like this was added in #17998 after some discussion. I tested removing the if block added in that commit and that appears to fix the issue but it looks like discussion agreed on showing the cursor when inverted viewport drag is enabled.
