Optimize/Enhance Update process for Substrate Dependencies

We will keep this repository up-to-date with Substrate releases (updating every 4 months).

Updating substrate dependencies can sometimes become an arduous task.

Following round-robin style, each of us can be responsible from an update cycle. Then, we can collect the ideas we had during the update process on how to optimize/enhance/automate/document the process itself.
