Different output depending on the size of the table, whether large or small #11870

The output varies depending on the size of the table I provide. If table size is large, the output is in HTML format. If small, the output is different.

In order to have same output regardless of the table size, what am I supposed to do? I set ocr=True, table=False or vice versa, but none of them worked. I couldn't find any info about different output types.

The type for the large size is table while the type for the small size is figure. What do I need to do in order to treat all sizes of tables as table?
