Issue Description

There were two manifests stacked on each other that appeared on the cargo shuttle, which I believe shouldn't of been there and came with the shuttle arriving with a small handful of crates.
I took the manifest bundle out and tried to seperate the manifests, ALT+Left Click did nothing, I tried multiple times, then tried to ALT+SHIFT+Left Click, the bundle untied itself but deleted the two manifest papers. I don't imagine this can cause to bad a problem other then a mild annoyance.

What did you expect to happen?

To be able to split the two manifest papers apart

What happened instead?

They unbound and when they did they both deleted.

Why is this bad/What are the consequences?

Loosing manifests or randomly spawning/appearing in the cargo shuttle is just no right.

Steps to reproduce the issue.

Not too sure, all the times I sent stuff back on the shuttle it was crates with their manifests stamped "Appoval" and put into the crates with the crates closed, I didn't do anything out of the ordinary.

When did the problem start happening?

Today, 13th of May, last round (Currently 8:35pm GMT)
