New borg engi gripper can't put batteries in APCs or cell chargers

Issue Description

If you grab a power cell with the borg engi gripper and then click an empty APC or a cell charger it doesn't put the cell in the charger.

What did you expect to happen?

Power cell should go into APC, I should have no more cell in my gripper.

What happened instead?

APC has no cell no matter how many times I click the APC with my gripper. My gripper still has the cell.

Why is this bad/What are the consequences?

Borgs can no longer fix APCs

Steps to reproduce the issue.

Try to build an APC as a borg, when you get to the step where you insert power cell, you are unable.

When did the problem start happening?

After new borg gripper update.

looks like its due to it simultaneously inserting and removing the cell
