Whiteship docking signallers makes you think you can cancel the docking creation when you actually can't #25530

Issue Description

After chosing the dock's orientation, you get to name the dock, and below you have "CONFIRM" and "CANCEL". Clicking cancel just creates the dock anyways.

What did you expect to happen?

For the docking placement to be cancelled/the option to not be available

What happened instead?

It still made a dock and removed a use from the signaller

Why is this bad/What are the consequences?

Player gets confused about being able to cancel the dock and ends up making a possibly useless one

Steps to reproduce the issue.

Grab docking signaller, choose orientation, click cancel

When did the problem start happening?

Ever since the signaller got added to the whiteship (I think this is caused by explorer redux, which is being TMed)
