Add a util.decode function

Motivation
Sometimes we need to reverse the output string of Prism.util.encode, so I would be great to have a function for this.

Problems
Right now, encode can take more than just strings, so decode isn't a true inverse function as the name suggests. Therefore we should wait until after #1844 to add this feature.
