Detailed Description

Add the ability to Download .csv for election data (2020 & 2016).

Context

This is important as it helps transfer and import maps between redistricting programs (who sometimes require election data for maps to import).

Alternatives

There isn't no alternative as there is currently no way to download election data through DistrictBuilder.

Possible Implementation

Add a button that says "Download (date) Election csv." when you export, and when you see the competitiveness in the Evaluate Section.
