How to file a helpful issue

The problem you're addressing (if any)

Currently, UTF-8 characters in window titles (and window tooltips in panel) are replaced with underscores. This significantly reduces usability and can result in user mistakes. The option to disable that has negative security implications.

The solution you'd like

Transliterate UTF8 characters into Latin characters instead of replacing them with underscores.

One alternative would be to default to allowing non-ASCII characters, provided that these characters are “safe to display” in the sense used by qubes.Filecopy and the notification proxy.
