Describe the bug

The web browser version of Rocket Char doesn't notify in windows with push notifications.
The Desktop Version used to notify, but now, in version 3.9.14 it is not working as well...

How to Reproduce

Install the Desktop Version, login to an account, and send a message to the logged account. It needs to notify with push. If it doesn't work, then that is the problem mentioned.

Describe your Expected behavior

The expected behavior is to receive push notifications in Windows.
