[SF][ui5-combobox][A11Y]: Change event fired by ArrowDown and ArrowUp key, keyboard user can't select the last option

Hi Colleagues,

In OMP project, we use ui5-combobox in Manager My Opportunity page Postings tab, and will call backend request when filter option is selected. And there is an A11Y ticket, change event fired once we focus on the options, so keyboard user are not able to choose the last option by pressing ArrowDown key.
From the document, I see Change event fired when the input operation has finished by pressing Enter, focusout or an item is selected. When we open the dropdown and press ArrowDown or ArrowUp key, the focus is still in the dropdown, Why change event fired in this case?

I also saw issue described here##5659, May I know your plan about this issue?
