allow user select typescript version

Maybe you can provide user a picker list to let user select typescript version:

• bundled version: this extension should bundle a typescript because user may not install typescript
• workspace version: this extension only support this now
• nightly version: ref

No need. The extension is used for the typescript project, so workspace-typescript is must be available. And the size of typescript compiler core is 10mb over, too big to bundle with extension.

And it's better to use workspace-typescript to fit code syntax with the compiler version.
