Describe the bug

Dragging a viewtab over a microfrontend view blocked by dialog does not work.

To Reproduce

Steps to reproduce the behavior:

1. Go to SCION Workbench Testing App (Microfrontend view and Dialog Opener view are open).
2. Open a dialog with view modality for view.1 (the microfrontend view)
3. Start dragging view.2 (Dialog View)
4. The drop zones in view.1 do not appear.

Expected behavior

It should be possible to drop a view in a microfrontend view blocked by dialog.
