Proposal to close "not ready" pull requests as of March 17, 2023

The following pull requests are tagged as "not ready" and I'm proposing to close the PR for the mean time unless the respective authors express intent to continue fixing their pull requests.

Duplicate manifests. Remove foxit-reader.json #10529 @cvladan

• This looks like a statusquo for now unless the maintainers have an opinion regarding retaining both foxit-reader and foxit-pdf-reader.

xplorer: add version 0.3.1 #9185 @SonaliBendre

• The app seems not ready for production.

fftw: Add version 3.3.5 #690 @tresf

• Very old PR. The app's repo specifically says do not use this release.
