This is run after #13223 got addressed.
As I mentioned in the issue #13223 (comment), UltraVNC must have changed how their download page works. The downloaded artifact appears to be an HTML (javascript snippet enclosed in <script> tag) rather than a ZIP file. If I visit the source URL myself using Firefox, the browser starts the download process. The hash, as it's just been updated now, is a wrong hash.
